Project Overview
Local Ownership, Local Leadership, Local Solutions was one of ALCDF's foundational programmes and established the organization's distinctive approach to demand-driven local capacity development.
The programme enabled local governments, businesses, farmers, civil society organizations and community actors to identify development challenges and access the expertise required to develop practical local solutions.
What We Did
ALCDF supported 141 local initiatives across governance, agriculture, tourism, forestry, environment and civil society.
Local-government support included strategic planning, participatory budgeting, human-resource development, public-service improvement and preparation of projects for national and EU financing.
Agriculture activities addressed productivity, value chains, standards and certification, marketing, irrigation, processing and market access.
Tourism interventions supported local Tourism Action Plans, traditional and cultural tourism, mountain tourism, eco-tourism and business development.
Environmental support strengthened forestry organizations and addressed medicinal plants, non-timber forest products, biomass, bioenergy, sustainable forestry and biodiversity.
Key Results
The programme demonstrated the effectiveness of locally owned, tailored capacity development rather than standardized external solutions.
It also established principles that remain central to ALCDF's work today: local ownership, partnership, practical expertise, inclusion and sustainable capacity development.
