Dibër: Trails & Tradition (D2T) was a major local economic development programme designed to increase employment and household incomes, particularly for women and young people, by developing Dibër as a competitive and sustainable tourism destination.
The programme approached tourism as an integrated value chain linking rural households, agriculture, traditional products, nature, culture, businesses and public institutions.
What We Did
D2T supported participatory destination planning, tourism-product development, business partnerships, workforce development and marketing.
It contributed to establishing Forumi Dibra Turistike, developed a municipal Tourism Action Plan and strengthened a Tourism Information Centre through a public-private partnership model.
The project developed trails, maps, day itineraries, tourism signage, guesthouse services, trained local guides and connected agriculture and handicraft producers with tourism businesses. Digital marketing and destination-promotion tools were also introduced.
Key Results
D2T helped create a more structured tourism ecosystem in Dibër, with stronger public-private coordination, improved visitor services, better-trained tourism actors and new links between tourism and agriculture.
It created a foundation for Dibër's continued development as one of Albania's emerging rural and nature-based tourism destinations.
