Extension of Application Deadline

Extension of the application deadline until April 27, 2018, at 17:00: "For the establishment of special tourist accommodation facilities (guest houses/hostels and campsites) from the D2T project". This call is within the framework of the DIBRA: Tourism and Tradition (D2T) project, which is financed by USAID, the Swedish Embassy and implemented by ALCDF (Albanian Foundation for Local Capacity Development), in partnership with Dibër Municipality and CNVP Albania.

This project seeks to contribute to increasing the number of employees, especially youth and women in the Dibër area, and to increasing the income of Dibran families engaged in the tourism sector. The purpose of this call is to support initiatives by Dibrans seeking to establish special tourist accommodation facilities (guest houses/hostels and campsites) as sustainable businesses for the longest possible duration.

The D2T project seeks to support initiatives for creating special tourist accommodation facilities, with an available fund of $40,000. The support fund from the D2T project for a tourist accommodation facility is a minimum of $2,000 and a maximum of $4,000 from the project. The total fund for each intervention must be at least $4,000. Furthermore, applicants are required to cover with own contribution a minimum of 50% of the total value of the intervention. For example; If the total investment value is $8,000, 50% of its value will be covered by the D2T project, thus $4,000, and 50% will be the applicant's contribution valued at $4,000. It is preferred that the applicant provides a contribution value greater than 50%.

The D2T project will support expressions of interest seeking to intervene with the establishment of special tourist accommodation facilities located in areas where tourist villages, tourist trails, itineraries are situated and that are near natural resources and historical-cultural monuments. Interventions will also be prioritized that seek to improve the infrastructure of traditional and characteristic houses, while preserving traditional values and improving the quality of tourist services in these families engaged to enter this business for a more sustainable period, and demonstrate willingness to participate in D2T project activities.

Who can apply:

This call is open to all applicants who meet these criteria:

- Be residents/persons with permanent residence in the villages of Dibër located near 5 main tourist trails (up to 2km) defined by the D2T project, which are:
o "Korab" Tourist Trail, with the villages of Vleshë, Cernjeve, Rade, Sterdok, Tejes (Gryka e Radomirës);
o "Kastriot – Gramë" Tourist Trail, with the villages of Kastriot, Velez, Vrenjt, Limjan, Sohodoll and Zimur;
o "Lugina e Shërimit" Tourist Trail with populated centers in Peshkopi, Begjunec, Bellové, Rabdisht, Cerjan, Zagrad;
o "Setë-Liqenet e Lurës" Tourist Trail with the villages of Arras, Sinë, Cidhën, Gurrë Lurë and Fushë-Lurë;
o "Kërcin – Hinoskë" Tourist Trail with the villages of Kërcisht i poshtëm and i Epërm, Pocest, Obok (Katundi i Vogël), Popinarë, Trepçë, Ilnicë, Melan.

- Own documentation of house or land ownership (Property Certificate);

- Not be under criminal prosecution (Certificate of Non-Conviction);

- Be willing and able to contribute a minimum of 50% of the total value of investment in the tourist accommodation facility.

How can you apply:

Interested individuals must submit to the D2T project offices at the address "Tourist Information Office", Boulevard Elez Isufi, Peshkopi, to the local coordinator Mr. Zenulla Mehmeti, the following documentation:

- A letter of interest according to the format provided by the D2T project (Annex 1). This format must be completed by computer and not by handwriting;

- The Letter of Commitment signed and completed according to the format given in Annex 2;

- Photocopy of the Identity Card (ID) of the applying person;

- Certificate of Non-Conviction (issued in the last 3 months), original;

- The Property Certificate of the building and land where the intervention will be carried out (photocopy in the application and notarized in subsequent steps if selected among winning applications), accompanied by the property card and indicative map;

- Notarial authorization for the applying person (if not the owner) from the owner of the house or land where the intervention will be carried out, to apply.

What interventions can be undertaken:

Applications may include interventions with the following types of works and equipment as follows:

- Rehabilitation/reconstruction of existing residential building and/or internal spaces, with the purpose of guest house or hostel, while preserving tradition and characteristic rural style;

- Supply of equipment and furnishings necessary for service, functionality and;

- Renewable energy for the guest house or hostel (solar panels or other innovative technologies);

- Construction and establishment of campsites with interventions in; Protective fencing of the environment; Arrangement and landscaping organization around the perimeter; Toilets, showers and other sanitary facilities for waste management; Etc.

When will the application be submitted:

The application will be submitted at the Dibër Tourist Information Office, at this address: Boulevard Elez Isufi, Peshkopi, to the local coordinator Mr. Zenulla Mehmeti, and in a sealed and signed envelope by the applicant.
